Resource Description: The study results show that implementation of a fast-track (FT) strategy, designed to achieve the 90-90-90 goals, is the more cost-effective option if focused on providing universal coverage to key populations. This accelerated approach would reduce HIV mortality by 57 percent compared to the current approach, but above all, it could reduce new HIV infections by 90 percent, representing significant progress in control of the epidemic. FT requires universal coverage for treatment and preventative interventions that target groups whose level of risk is crucial for controlling the epidemic.
