Governing to Improve Quality Workshop

Overview
From August 9th to 11th in Jakarta, Indonesia, USAID, in partnership with the Health Finance & Governance Project, the Applying Science to Strengthen and Improve Systems Project, and the Joint Learning Network (JLN), will hold a workshop to develop 3 products for governing to improve the quality of health care: a guide for helping government officials structure the roles and responsibilities of payers vis-a-vis other actors in governing quality, a consensus statement on the importance of governing quality to be used as an advocacy tool, and a global research agenda on governing quality. These products were identified in previous working sessions in 2016 with country quality stakeholders as critical to supporting strengthening the governance of quality in each country.
This workshop will further move forward on developing these products, tapping into countries’ tacit knowledge and experience. One and a half days will be used to work on the content for the guide, half a day will be used to validate and finalize the consensus statement, and half a day will be used to develop content for the global research agenda.
Participants will be engaged before the August 9-11 workshop virtually and through a webinar discussion and key informant interviews to ensure the usefulness of products to be developed together. The goal is to maximize the peer-learning approach of the JLN to produce products that are useful for all country participants to use for advocacy and implementation to better govern the delivery of quality health services.
Workshop Objectives
The Collaborative Meeting for Governing Quality aims to facilitate the co-production of research agenda, consensus statement and practical guide to define and strengthen the institutional roles and relationships involved in governing quality of care.
At the meeting, participants will:
1. Discuss and agree on the Conceptual Framework for Health Financing Actors in Governing Quality of Care
2. Learn from global practices in engaging health financing actors to govern quality of care
3. Map out various actors’ roles and responsibilities vis-a-vis health financing actors in governing care
4. Identify challenges and opportunities for health financing actors in governing quality care among participating countries
5. Identify and prioritize research topics and questions in governing quality of care
6. Decide on the elements of consensus statement in governing quality of care
7. Agree on timeline and next steps in finalizing the research agenda, consensus statement and practical guide to define and strengthen the institutional roles and relationship in governing quality of care
