The Health Finance and Governance project is supporting the Government of the Dominican Republic to achieve the UNAIDS 90-90-90 targets—by 2020, that 90% of all Dominicans living with HIV will know their HIV status, 90% of all Dominicans with diagnosed HIV infection will receive sustained antiretroviral therapy, and 90% of all Dominicans receiving antiretroviral therapy will have viral suppression. Ultimately, HFG seeks to accelerate the country’s response to HIV and AIDS and prevent new infections and deaths due to HIV.
In collaboration with USAID and local nonprofit organizations, HFG employs local and international experts to provide technical assistance to the Government of the Dominican Republic to:
(1) Support the sustainability of HIV and AIDS funding by developing a results-based budgeting approach, supporting the inclusion of antiretroviral therapy in social insurance, encouraging investment in a fast-track HIV response, conducting a financing gap analysis, and identifying opportunities for improved efficiency of HIV spending and new revenue in the health sector;
(2) Strengthen the Health System by costing HIV services, implementing open source health workforce information solutions, strengthening the supply chain for HIV commodities, guaranteeing condom quality, improving the storage and procurement of antiretroviral treatment, and assessing national capacity for vector-borne disease prevention;
(3) Improve services for people with HIV and AIDS by increasing enrollment in social insurance, expanding the “treatment for all” approach to HIV response, evaluating and improving HIV care sites, and increasing availability of condoms for key populations;
(4) Share knowledge by disseminating research and supporting regional forums.
